Programme Analyst (Nationals Only)

About the role

The United Nations Development Programme (UNDP) in Cuba is recruiting a Programme Analyst, open to Tier 0, 1 and 2 applicants who are nationals of Cuba. The analyst works under the guidance and direct supervision of the Country Office Programme Manager (ARR(P)) or Programme Specialist, analyzing political, social and economic trends and taking part in the formulation, management and evaluation of programme activities within the assigned portfolio and thematic area. The post may involve supervising and leading programme support staff.

Key responsibilities

• Contribute to programme strategies and policies: provide inputs to the analysis of the country's political, social and economic situation, to the UN Common Country Assessment and Sustainable Development Cooperation Framework, to the Country Programme Document, Integrated Work Plan and other strategic documents, and to their operationalization with partners and other UN agencies.
• Manage the country programme: oversee planning, budgeting, implementation and monitoring of assigned areas, track financial resources in line with UNDP rules, apply results-based management tools, use data effectively and support monitoring, evaluation and learning.
• Support resource mobilization: build partnerships with UN agencies, international financial institutions, governments, donors, the private sector and civil society, prepare donor briefs and contribute to portfolios and the country office pipeline.
• Support advisory services to the Government: identify policy-driven issues, compile best practices and lessons learned, strengthen national and international advocacy networks and support the development of policies and institutions.
