Programme Analyst, Public Policy and Participation

About the role

The Programme Analyst, Public Policy and Participation supports the UNFPA Country Office in Cuba by providing technical and operational assistance for the design, implementation and monitoring of policies that strengthen public governance and citizen engagement. The role focuses on integrating sexual and reproductive health, especially adolescent pregnancy prevention, into national and local normative frameworks.

Key responsibilities

• Provide technical support for the development and revision of public policies and regulatory frameworks related to SRH and population dynamics.
• Facilitate mechanisms for youth and community participation in policy processes.
• Monitor and evaluate the impact of policy interventions against UNFPA programme results.
• Collaborate with programme and operations officers to ensure alignment with UNFPA strategic outcomes.
• Contribute to evidence‑based advocacy and resource mobilisation for policy initiatives.

Required profile

• Relevant university degree in public policy, law, social sciences, health or related field.
• Experience in policy analysis, development or implementation, preferably in a development or UN context.
• Understanding of sexual and reproductive health issues and demographic trends.
• Strong analytical, communication and stakeholder‑engagement skills.
